Role and responsibilities

The following is a brief description of the role.                                          

Generic responsibilities

  • Ensure adherence with NRC policies, tools, handbooks and guidelines.
  • Promote the rights of IDPs/returnees in line with the country strategy.
  • Implement delegated WASH project portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents including surveys.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  • Promote and share ideas for technical improvement.
  • Promote the rights of IDPs/returnees in line with the country strategy.

Specific responsibilities:

  • Lead the engineering team to manage and implement WASH infrastructure activities as per budget timeframe and quality.
  • Help the WASH Manager and procurement team in the pre-qualification of potential contractors as per GOI engineering contract regulations.
  • Conduct technical surveys and lead the preparation of Bill of Quantity (BoQs) and technical drawing/design of budgeted WASH facilities as WASH cluster guidelines and GOI construction rules and regulations.
  • In consultation with WASH coordinator and logistic team, organize competitive bidding process as per NRC procurement procedures and manual.
  • Key focal point for infrastructure work rehabilitation and development in camp out of camps in the field and closely monitor the work of private contractors as per agreed standard and contract.
  • Inform WASH coordinator and area manager of changes, adjustment, amendments in the BoQs and consequent services contract with private contractors in camps/outside of camp.
  • Undertake and assist with assessment of local conditions resulting from emergency situations including determination of priorities for interventions, preparation of WASH project proposals for emergency assistance, and other related documentation as necessary.
  • Monitoring the progress of WASH projects from beginning to end (from feasibility stage to design through to construction and hand over or supervision one section of a large project.
  • Attend onsite coordination meetings pertaining to WASH infrastructure rehabilitation and development to avoid duplications of activities.
  • Provide project-level and field-level capacity building in the WASH for staff, communities and local government (if required by the project).
  • Supervise household and community water quality assessments; water collection, storage, consumption and the general handling.
  • Supervise daily testing of free residual chlorine (FRC) at household and community levels; from water storage containers, water tanks (reservoirs), taps, tap stands, pipe network, water trucks and elsewhere as deemed necessary; and provide daily report to NRC in a standard format developed.
  • Any other duties assigned by supervisor.

  • Experience in working with vulnerable households in Urban and Camp settings with an NGO, charity or similar organization
  • Professional knowledge of need assessments.
  • Previous experience from working in complex and volatile contexts.
  • Good knowledge of English.
