Job description
Act as the focal point for the base for Security & Access matters. Support the Base Field Coordinator in Security & Access Management through the analysis of the political and security situation/context and byfacilitating ACF’s Representation with local bodies. Ensure that ACF Respect Overall Security Measures, Administrative & Immigration Procedures on the base
Mission 1: Collect, analyze and Convey Information about the local Political and Security situation as well as context evolution
Collect and record local information related to security and context changes
Analyze the information and convey the information and analysis at Base Level (to the Field Coordinator & Logistic Manager ) and at Coordination Level to Security Manager/Adviser
Participate in the organization of security meetings every time it is necessary/requested for ACF Staff
Develop and Maintain an effective network, with local inputs, on contextual and security matters
Follow local, national and international media
Visit and assess the areas of intervention/programs regularly
Produce base reporting on contextual and security changes
Participate in security meetings when requested with different parties and support the organization for security meetings every time it is necessary/requested with external partners
Meet the different authorities for security issues and maintain a transparent flow of information towards the security institutions in the area
Mission 2: Participate in ACF’s Security Representation towards Local Authorities and Stakeholders
Participate in security meetings when requested with different parties and support the organization for security meetings every time it is necessary/requested with external partners
Participate to the representation of ACF in Security Meetings when requested/needed
Meet the different authorities for security issues and maintain a transparent flow of information towards the security institutions in the area
Mission 3: Evaluate and Monitor the Security Risks for the Base Operations and Implement Validated Security Measures
Evaluate the risks for the base and its operations/activities and keep this evaluation up-to-date
Suggest solutions and security rules to mitigate the identified risks (these solutions and rules being specific to every activity and area of operation
Ensure implementation and monitoring of decided and validated mitigation actions and/or procedures
Identify external resources according to the needs (facilities management, equipment, training)
Following a security incident, collect information, analyze causes and suggest actions to be implement
Participate in the writing of security/incident reports
Following security incidents, implement and monitor the actions decided and validated by the Field Coordinator
Mission 4: Ensure ACF Staff on the Base are briefed on the Security Environment, Procedures and Rules
Systematically brief and debrief every ACF staff on security matters
Participate in security sensitization and training session for the local staff and ensure they are aware of security environment, procedures and rules
Participate in the security briefings of expatriate staff of the base and ensure they are aware of security environment, procedures and rules
Participate in the implementation of safety management tools in the areas of operations/programs
Mission 5: Participate in the Development and Implementation of Security Management Tools
Keep up-to-date every ACF security management documents(maps, follow-up, GPS locations of ACF buildings/activities…) of the base in cooperation with Field Coordinator, Logistic Manager and Security Manager
In charge of keeping up-do-date the necessary tools to monitor the context in order to manage security
With approval form Field Coordinator disseminate the tools within the base team and sensitize the staff about these tools/documents/measures
Mission 6: Participate in ACF’s Local Representation by Liaising with local authorities and Partners
In cooperation and Coordination with Field Coordinator and Liaison Manager
Submit, follow up and obtaining legal administrative documents related to the implementation of the programs in collaboration with the Field Coordinator and PMs (Obtain project agreements, importation authorizations, Registration documents, etc…)
Maintain, develop and reinforce a network with the different representatives from administrative services, partners and traditional authorities
Be the focal point for the base in resolving administrative problems in the Governorate by participate to official meetings when necessary and by meeting regularly with key interlocutors
Mission 7: Ensure Local Administrative Changes and Issues with the local authorities within ACF departments are monitored and solved
In cooperation and Coordination with Field Coordinator and Liaison Manager
Ensure to be informed of local administrative procedures modifications and inform the Field Coordinator and Liaison Manager in case of a major change in administrative procedure (reporting)
Sensitize and communicate to the teams on new procedures and administrative modifications
Monitor and alert issues in terms of relations with the administrative bodies in the Governorate
Mission 8: Facilitate ACF’s access to new areas of intervention
In cooperation and coordination with Field Coordinator and Security & Access Manager:
Identify and map potential new areas of intervention as per ACF strategy
Develop local networks with partners and key stakeholders in these areas
Understand and prepare access processes for these areas.
Qualifications & Preferred Skills
Qualification/Degree: Bachelor’s Degree preferably or equivalent Level University Qualification in Risk Management, Security, International Studies and/or Political Sciences or equivalent and relevant professional experience
Professional Experience: 2 to 3 years of professional experience minimum ideally on an identical position with Security and Access Practice with a relevant experience in Security Analysis and as well as experience with Governmental and Institutional Relations with a good insight/understanding of security bodies and issues
Technical/Specialized Skills: Very Good knowledge of Kurdish and Iraqi Political and Security Context, Very Good knowledge of Authorities and General Official Administration procedures and processes in KRG and Iraq – Good Written Reporting skills – Good Presentation and Representation Skills
General Skills: Excellent Analytical and Summarizing Skills – Very Organization Skills, Good Autonomy – Proactive – Diligence – Rigorous but Flexible – High Sense of Confidentially – Resourcefulness (able to find right interlocutors and develop and maintain relevant network) – Must understand, show and apply High degree of neutrality and impartiality – High sense of professionalism & confidentiality
