Programme Manager

To protect food security to save lives and enable vulnerable families to cope with and recover from the impact of crisis.

The Programme Manager will provide leadership role to the project in Baghdad and Erbil, Iraq through coordinating programmatic, technical, logistical and administrative management. The incumbent will ensure that project activities are delivered on time, on budget and to a high level of quality in project target area in Ameriyat al Falluja (Anbar) Iraq and Debaga Camp (Makhmur) Erbil, Iraq. The position holder will coordinate the actions of Islamic Relief under the guidance of the Head of Programme based in Erbil.

Below are key responsibilities;

  • Under the supervision of the Head of Programme (based in Erbil, Iraq), oversee implementation of the project in Ameriyat al Falluja (Anbar) Iraq and Debaga Camp (Makhmur) Erbil, Kurdistan Region of Iraq;
  • Work with partners and Islamic Relief staff to ensure programme objectives are delivered on time and at a high quality standards;
  • Ensure that programme funding is spent in-line with donor regulations and the conditions set in the partner MoU;
  • Identify issues with programme quality and escalate issues to the Head of Programme and operations team of Islamic Relief and implement agreed solutions;
  • Collate programme and financial data from partners and Islamic Relief staff; and
  • Draft high quality  programme reports of the project and submit it to Programme Manager for his review and comments;

General Responsibility                                                                                                      35%

  • Manage the operations of the assigned project and ensure coordination with all other local national and international project partners;
  • Prepare detailed work plan, implementation plan and reporting time for the project activities;
  • Organize administrative and financial matters related to the project activities;
  • Ensure that all project goals and activities are delivered on-time, within scope and within budget;
  • Monitor and evaluate ongoing project activities and report on unmet needs and gaps;
  • Evaluate and mentor the project staff and identify staff training needs;
  • Develop and maintain comprehensive project documentation
  • Represent Islamic Relief in the meetings and events regarding the project as requested

 

Activities implementation                                                                                             35%

  • Coordinate and supervise all project activities in close collaboration with the Head of Programme, Finance Manager and Procurement and Logistics Manager;
  • Promote good practices and incorporate lessons learnt into project implementation
  • Prepare and update the project work plan and implementation plan of activities
  • Conduct monthly coordination meetings with staff and write minutes
  • Actively participate in coordination meetings as needed

 

Finance/Admin                                                                                                              15%

  • Assess procurement needs, coordinate and supervise the correctness of Islamic Relief finance/admin procedures in line with the donor and in close collaboration with the Finance and Procurement and Logistics Manager
  • Ensure that soft and hard records are kept for all procurement contracts (services, goods, and works)
  • Supervise contract management, advance payments and timely release of payments to the contractors and service providers;
  • Monitor and keep track record of project budget, expenditures and expenses with tracking of project activities. Address under/over expenditure of the project and timely report on it;
  • Coordinate the payment of regular expenses, payment schedules and instalments to contractors and partners related to the project;
  • Prepare monthly financial planning related to the project.

 

Reporting                                                                                                                       10%

  • Develop, organize and submit monthly and quarterly reports with high standards and timely manner;
  • Develop and present project presentations with the project stakeholders;
  • Prepare and submit project narrative and financial reports;
  • Propose new activities according to identified needs and suggest solutions for problems encountered with activities/ budget/work plan/human resources, discuss them with the Programme Manager.
  • Collect and compile human interest stories, case studies from the field and share with the project stakeholders.

 

Others                                                                                                                               5%

  • Any other duties relating to the nature of the job as directed by the Programme Manager

Knowledge, Skills, Abilities:

Education

Master level or related qualification preferred in Project Management, Social Science or related fields

 

Knowledge & Skills
  • Proven working experience in project management
  • Familiar with core principles of Children Rights, Child Protection, Participation, Do No Harm, Sphere
  • Knowledge of and adherence to the Child Protection Standards, Red Cross and NGO Code of Conduct
  • Experience with  child protection and/or education; background in dealing with children and youth is a plus
  • Considerable knowledge and experience with budgets and procurement processes
  • Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management
  • Ability to work independently and as part of a  diverse team
  • Highly organized and ability to multi-task
  • Very good and efficient communicator
  • Good interpersonal skills, Cross-cultural sensitivity, flexible worldview, emotional maturity, and physical stamina
  • Excellent English skills (both oral and written). Arabic and Kurdish is a plus
  • Flexible to work in field locations, able and willing to travel to the area of operation on a regular basis to meet the project requirements

Computer literate mainly in Microsoft Office package

Experience
  • 4 years of experience with INGOs
  • 2-4 years of experience with staff management
  • Good experience using MS project
