MEAL Officer

Job description

Assist with assessment/survey data collection.

Participate in assessment data analysis.

Assist with the implementation of program quality monitoring systems.

Act as a focal point on program M&E methods, analyzing and reporting processes and systems for, the youth program.

Conduct QLE assessments with education team in formal schools and NFE centres to ensure implementation of QLE standards.

Facilitate and support the development and improvement of the monitoring, evaluation, and reporting capacities.

To provide partner staff, Program Team and M&E Assistant with required trainings.

Support the partner staff and program team in designing and implementing participatory M&E processes and procedures, ensuring beneficiary involvement including youth.

Support the partner and the education program team in the design of baseline and assessment methodologies. Accountability

Coordinate with sector Program Managers, Program team and Partners to ensure that accountability mechanisms (help desks, feedback boxes, child pocket boards) are in place at all Sa the Children and SC partner activity points (distributions, child center, schools);

With M&E team, train SC and partner staff on Accountability mechanisms

Database all complaint and feedback forms collected from the accountability mechanisms;

Working with sector officers resolve complaints using the complaints handling standard operating, procedures and ensure that complaints are actioned and closed by sector program managers on a weekly basis. To support the partner staff and program team to conduct Quarterly standards survey in child spaces. Data Entry

Data entry of all MEAL data using a provided database and task the database assistant to support i this process;

Conducting basic analysis of collated data for reporting purposes;

Management of the database; To maintain and manage a program database of all data collected.

Support bi-weekly situation report output tracker production.

To collect general social and economic data for program areas and partner staff (i.e. number of households, enrolment rates, access to services, etc.) to assess if it can provide good baseline data and identifying gaps to be filled.

To lead the responsibility to update the output tracker in regular basis for respective program bas on the data collected from M&E Assistant and Partner

Translation 

Act as a translator for during trainings, and in the field while conducting assessments, or monitoring program implementation;

Act as a translator during meetings with community leaders, beneficiaries, or any non-English speaker.

Collaboration 

Regularly coordinate and collaborate with Education Response Team to strengthen programming and impact for children;

Help create 360 ̊accountability by supporting systems to seek, receive, and respond to beneficiaries’ feedback, suggestions, and complaints

Qualifications & Preferred Skills

At least 2 year experience in M&E with other NGO or Private Organization;

Willingness and ability to work efficiently with a wide diverse group of people.

Familiarity with the governorate and communities, and ability to travel to all the target districts in the program area.

University or College Graduate.

Trained in data management and with at least one year experience working with Excel managing databases.

Familiarity with project frameworks [design/implementation/M&E] cycle.

Experience in quantitative and qualitative data collection (M&E methods) and data analysis.

Ability to travel to Kirkuk, Salah Al Din districts, and central Iraq regions independently, and to travel to rural communities, or other areas according to the work requirement; work long hours.

Having experience in managing people remotely.

Experience in working through consultative and participatory processes and ability to balance multiple competing interests to work towards a common goal.

Politically and culturally sensitive with qualities of patience, tact, and diplomacy.

Ability to work simultaneously with multiple tasks, beside Good reporting skills.

Working ability with tight deadlines and in a fast growing program environment.

Proven technical knowledge and skills in the field of procurement.

Excellent interpersonal and communication skills & problem solving skills.

Fluent in Arabic; good oral and written English/ and Kurdish is preferable.

Computer literate and strong organizational skills excellent sense of judgment, humor and patience.
