Procurement Officer

Background:
Global
Communities (GC, formerly known as CHF International) is an international non-profit
humanitarian and development organization that
works closely with communities worldwide to bring about sustainable changes
that improve the lives and livelihoods of the vulnerable. In Iraq, GC is providing emergency humanitarian
assistance to individuals displaced by the conflict in Iraq. GC is seeking a full-time Logistics and Procurement
Officer to support logistics and procurement functions of GC’s office and
humanitarian program activities. The Logistics
and Procurement Officer will be based in Kirkuk with travel, and reports to the
Logistics and Procurement Coordinator.
Responsibilities:
- Support the
Coordinator in drafting Requests for Quotations and collecting quotations as
required - Conduct market
research on availability and costs of relevant goods and services - Support the
Coordinator in monitoring and managing contractor/vendor performance, as
required - Provide support
to the Procurement and Logistics Coordinator
to ensure that all procurements meet donor regulations and GC standards
and practices. - As instructed
by the Coordinator, initiate small and large procurements and ensure all
documents are present in the file - Maintain
organized, accurate and up to date procurement files - Assist the
Coordinator in the selection of appropriate suppliers and contractors - Maintain and regularly
revise/update list of suppliers based on different sector of goods, services
and work. - Identify
apprprorate warehouse facilities for humanitarian commodities - Maintain
accurate, up to date, and organized inventory records of warehouse stocks - Regularly
conduct physical inventory counts and stock verification - Work with
Coordinator to arrange and monitor the timely and efficient transportation of
goods from vendors to warehouse facilities - Work with
Coordinator to arrange and monitor the timely and efficient transportation and
distribution of goods from the warehouse to beneficiaries - Carry out any
other related duties as might be reasonably requested by the Supervisor.Qualifications
and Experience:
- Minimum of two years’ experience in procurement, warehousing, logistics,
and/or operations
- Prior experience working with
international non-governmental organizations strongly preferred - Prior experience working
with donor funded programs including USAID or UN/OCHA strongly preferred. - Strong computer skills; excellent
command of Microsoft Excel and Word required - A university
degree in finance, accounting, procurement, business administration, or
related field - Ability
to work well in unstable and frequently changing security environments; - Good command
of spoken and written Arabic, Kurdish, and English. - Some working
knowledge and understanding of acceptable procurement procedures and
principles; understanding of US government and/or UN regulations preferred - Detail-oriented;
strong work ethic - Good team
player; collaborative and able to work well with colleagues from different
backgrounds
