LOGISTICS & PROCUREMENT COORDINATOR

Background:
Global
Communities (GC, formerly known as CHF International) is an international non-profit
humanitarian and development organization that
works closely with communities worldwide to bring about sustainable changes
that improve the lives and livelihoods of the vulnerable. In Iraq, GC is providing emergency
humanitarian assistance to individuals displaced by the conflict in Iraq. GC is seeking a full-time Logistics and Procurement
Coordinator to oversee the logistics and procurement functions of GC’s office
and humanitarian program activities. The
Logistics and Procurement Coordinator will be based in Kirkuk, and reports to
the Program/Operations Director.
Responsibilities:
- Oversee
the transport, warehousing, and distribution of humanitarian commodities from
vendors to final beneficiaries - Work
with the project team to develop a procurement plan for the life of the
project; oversee timely and efficient implementation of activities in
accordance with the procurement plan - Ensure
safe and efficient transport of staff and materials/goods - Work
with the project team to collect vendor quotations, and draft Requests for
Quotations - Evaluate
and analyze vendor proposals as required to determine best value - Maintain
a procurement tracking system for GC and provide regular updates to the Program/Operations
Director regarding the status of outstanding procurements - Directly
undertake the tendering, evaluation, placement and monitoring of contracts in Iraq - Liaise
with the Finance team to ensure that all procurement is conducted in accordance
with GC policies and donor regulations - Assist
in the selection of appropriate suppliers and contractors to promote good
procurement practice with due regard to sustainability, ethical purchasing
standards and whole life costing - Participate
in negotiations of contract terms and support the project teams to monitor vendor
performance against these contracts - Maintain
accurate, organized, and up to date procurement files and documentation - Track
GC assets and inventory through tagging all assets and conducting regular
inventory checks. - Carry
out any other duties as might be reasonably requested by the Supervisor
Qualifications
and Experience:
- Minimum of four years’ experience in procurement, logistics, and/or operations
- Prior supervisory experience
- Prior experience working with
international non-governmental organizations - Prior experience working
with donor funded programs including USAID or UN/OCHA strongly preferred. - Strong computer skills; excellent
command of Microsoft Excel and Word required - A university
degree in finance, accounting, procurement, business administration, or
related field - Ability
to work well in unstable and frequently changing security environments; - Good command
of spoken and written Arabic, Kurdish, and English. - Demonstrated
knowledge and understanding of acceptable procurement procedures and
principles; understanding of US government and/or UN regulations preferred - Proactive;
able to identify, analyze, and solve problems as required - Detail-oriented
- Good team
player; collaborative and able to work well with colleagues from different
backgrounds
