HSE Director

Job description

  • Lead the HSE Department which is staffed with 5 employees and manages HSE teams located at the different sites along with a total workforce of approximately 12 staff;
  • Responsible for the overall HSE performance of the Company and continuous optimization. The HSE Director reports directly to the Branch Head;
  • Provide guidance, training, and the required regulations and procedures, and monitor compliance through inspections. The HSE Director provides input to strategic decisions that affect the functional area of responsibility and gives input into developing the budget;
  • Develop and introduce the Company’s HSE related internal normative documentation in relation to HSE; Drive and monitor development of external and internal regulations pertinent to HSE (e.g. new Acts of the Government, Statutory Instruments, HSE Guidance Notes, Codes of Practice and Instructions related to HSE) and provide information to Company Directors and personnel;
  • Participate in the Company’s technical policy definitions;
  • Approve the Corporate HSE policy and regulations; Ensure a Corporate HSE Risk Register is available and maintained; Organize the development of Emergency Response Plans and Environmental Protection measures;
  • Ensure Emergency Response, Fire and HSE safety equipment & facilities including vehicles are defined, available, regularly inspected  and maintained at all locations including temporary work locations;
  • Ensure emergency equipment and materials are defined and approved including storage location and maintenance of same;
  • Ensure suffici ent qualified staff for all HSE requirements are available in all locations; HSE, Firefighting, Emergency Response;
  • Ensure all work instructions and procedures are available, maintained, implemented and adhered to for the entire organization , for example the permit-to-work system;
  • Develop of HSE awareness training materials and programs and organize comprehensive training of the Company’s employees;
  • Develop and implement of an HSE audit schedule and lead internal as well as external HSE audits and inspections;
  • Monitor compliance of the Company’s employees to HSE requirements and guide the Company’s Operational Units in the reduction and prevention of regulatory non-compliances, injuries, accidents, third-party damage and environmental incidents;
  • Develop, implement and monitor an HSE program  for subcontractors and third parties; Study and analysis of the causes for emergencies and incidents, industrial traumas and occupational deceases;
  • Monitor and where necessary lead or participate in the investigation of emergencies and incidents, develop measures to minimize and/or mitigate risk of incidents and emergencies, and provide compliance information to state authority as needed;
  • Implement, monitor and report HSE data / KPI´s to the Government Bodies and the Company Management Bodies; Plan and organize in cooperation with the Procurement Directorate that employees receive any Personal Protective Equipment (PPE) and normative and training documentation for safe work. Also, ensure that potentially hazardous environments are equipped with visual warning signs and safe work instructions; Plan and exercise control over collection, storage and utilization of industrial wastes and discharges and create awareness for handling hazardous materials;
  • Promote the highest HSE standard and culture within the Company, Contractors and Business Partners;
  • Organize, control and manage the coordination of plans, reports, events, schedules and other documents in the area of HSE;
  • Control and participate in short-term and long-term work plans and budgets preparation in relation to HSE;
  • Monitor and manage changes in HSE budgets.
  • Undertake a plan-fact analysis of the budgets execution and report approval;
  • Participate in the formation and coordination of development programs, technical re-equipment, etc. and ensure that due consideration is given to HSE aspects;
  • Evaluate employee performance and goal achievement; Interact with HR Management Division and subordinated organization units in order to define job profiles, select suitable candidates for interviews and propose candidates for new positions;
  • Provide consultancy in relation to HSE to the Technical and Tender Committee and possibly other Company Units as may be required;
  • Interact with the government and local authorities of Iraq and the Kurdish Autonomy in relation to HSE.

Qualifications & Preferred Skills

  • University degree in an engineering discipline – Certified training courses in HSE;
  • Fluency in English ; Kurdish and  Russian is  preferable;
  • Minimum 15 years of relevant business experience; 8+ years of managerial experience; five or more years in a position with particular HSE focus, preferably at a tank terminal, pipeline or plant operations;
  • Relevant experience working in global companies and ability to work on equal footing across cultural boundaries. Concrete Middle East experience is clearly a plus;
  • Experience in managing and directing HSE functional units and in particular in facilities for the oil & gas sector; –
  • Experience in establishing or at least working within the framework of certified HSE systems such as OHSAS 18001 and/or ISO 14001;
  • Experience with the development and implementation of behavior based safety programs;
  • Experience in managing a small to medium sized workforce and managing budgets;
  • Experience in designing and implementing HSE related training / capacity building programs for employees and contractors;
  • Proficiency in using standard office software such as MS Office and/or equivalent;
  • Proficiency in using modern communication tools such as internet, e-mail, mobile phone, telephone / video conferencing, messenger systems;
  • Familiarity with the HSE issues related to transportation processes of crude oil or petroleum products;
  • Familiarity with management systems such a OHSAS 18001 or ISO 45001;
  • Familiarity with job safety and risk assessments;
  • Familiarity with the concept of Stop Work Authority (SWA). Working Condition: (5) Days per week & (8) hours per day.
