Job description
Responsible for implementation of HR policies and procedures in SCI’s Ninewa field office in close coordination with logistics and programs teams in Hamam Al Al Aliel . HR functions include recruitment processes, staff orientation and induction, payroll functions, grievance processes, document management and preparation of staff, contractor and consultancy contracts including the sub-offices of Hamam al Alil, Qayyrah, Airstrip and Jadah camps.
- Draft vacancy announcement based on SCI formats for approved recruitments and placing vacancy announcements in the field.
- Schedule job interviews with candidates in accordance with SCI procedure.
- Guide and Lead recruitment processes, Ensure that candidate selection processes are in accordance with SCI’s policies and procedures for Iraq with a focus on transparency, fairness and recruitment on the basis of merit.
- Maintain accurate, updated and confidential personnel and recruitment files and trackers.
- Review and monitor the status of all national staff employment contracts and incentive worker contracts in the Field Office and ensure that the HR Coordinator are updated well in advance of renewals or changes required.
- Prepare all new and revised staff contracts, offer letters, salary offer sheets and personal declarations and advise the FOM proposed salary scales for each position.
- Prepare service and consultancy contracts for suppliers, service providers and consultants based on appropriate procurement methods.
- Maintain an accurate, updated and well organized, confidential HR filing system.
- Maintain tracking sheets for al employment, service and consultancy contracts and advise the HR Coordinator of contracts expiring within one month for FTC and 2 weeks for incentive workers.
- Support the tracking of employee time-sheets and review leave/vacation balances.
- Prepare the monthly payments for service and consultancy contracts including all support documents.
- Prepare and/or disseminate communication memos for staff as and when requested by the Field Manager.
- Ensure accurate completion of staff Timesheet and ensure they are charged according to grant.
- Provide advice and assistance when conducting staff performance evaluations.
- Ensure that all staff departing Save the Children completes a full and documented handover and that exit interviews are conducted.
- Any other related tasks as requested by the HR Coordinator.
Qualifications & Preferred Skills
- College Graduate
- Ability to travel to field sites in Ninewa Governorate frequently
- Contextual understanding of Ninewa Governorate and camps settings
- Excellent sense of judgment
- Very Good spoken and written English and Arabic is desirable.
- Excellent working knowledge of threat assessment, risk mitigation and ability to work on acceptance strategy at all levels.
- Knowledge of HR functions.
- At least 2 years’ experience in HR / Administration with other NGOs or Private Organization
- Excellent interpersonal and communication skills & problem solving skills
- Computer literate and Strong organizational skills
- Remote staff management skills
- Ability to work simultaneously with multiple tasks, willingness and ability to work efficiently with a wide diverse group of people
- Working ability with tight deadlines and in a fast growing program environment
