Liaison/Office Manager

Background:
Global Communities (GC, formerly known as CHF International) is an
international non-profit humanitarian and development organization that
works closely with communities worldwide to bring about sustainable changes
that improve the lives and livelihoods of the vulnerable. In Iraq, GC is providing emergency humanitarian assistance to individuals
displaced by the conflict in Iraq. GC is
seeking a full-time Government Liaison/Office Manager to implement GC’s humanitarian
program activities. The Government
Liaison/Office Manager will be based in Erbil, and reports to the
Program/Operations Director.
Responsibilities:
- Establishing,
enhancing and maintaining Global Communities relationships with staff and
representatives of the host government agencies who have the relevant authority
in Baghdad, and
the KRG. - Providing
advice for Global Communities staff on passport and visa documentation and
facilitating travel for staff; - Work closely with the Procurement/Logistics Officer to ensure that all
procedures are followed to have timely delivery of personnel and cargo to
distribution sites; - Proactively train staff in meeting the requirements for personnel and
cargo movement and delivery; - Providing
timely and detailed incident reporting to Global Communities management on
staff or goods which may be faced with transportation or customs issues. - Maintaining
a visible presence at distribution points to ensure coordination for the delivery
of personnel and cargo - Working with
partner organizations to ensure the facilitation at distribution points of
their personnel and cargo - Maintain a full and comprehensive list of all staff permits and
approvals for cargo distribution plus ensuring these are filled properly; - Represent
Global Communities to Kurdish and Iraqi Government authorities - Maintain and record the cargo distribution lists to ensure compliance
with donor regulations and ensure these records are filled properly; - Ensure
adherence to Global Communities safety & security SoPs at the border - As
instructed by supervisor, assist in procurement and logistics activities as
needed - Any other
task which your supervisor requests of you
Qualifications and Experience:
- A university degree in Business Management or Logistics or another
relevant field. - General knowledge of accepted safety practices and principles
- A minimum of 2 year experience in an NGO or private company with cross
border operations and/or customs officials or similar work. - Past work dealing with authorities at distribution points and border
crossings. - Past work with an international donor funded program desirable, but not
required
- Strong computer skills;,
Excel, Word, and PowerPoint required - High
analytical and reporting skills. - Team
player with excellent planning skills - Ability
to solve problems in the field with all actors - Ability
to work well in unstable and frequently changing security environments; - Good command
of spoken and written Arabic, Kurdish, and English.
