Field Finance Coordinator

Background:
Global Communities (GC, formerly known as CHF International) is an
international non-profit humanitarian and development organization that
works closely with communities worldwide to bring about sustainable changes
that improve the lives and livelihoods of the vulnerable. In Iraq, GC is providing emergency humanitarian assistance to individuals
displaced by the conflict in Iraq. GC is
seeking a full-time Field Finance Coordinator to oversee finance and accounting
functions of GC’s office and humanitarian program activities. The Field Finance Coordinator will be based in
Erbil, and reports to the Program/Operations Director.
Responsibilities:
- Oversee finance and accounting activities for the GC project
- Record and track daily cash flows and expenditures;
- Oversee monthly financial reporting, i.e. reporting on income and
expenditures, budget vs. actual expenditures, etc. - Oversee petty cash management, tracking, monitoring, reporting, and
reconciliation - Supervise finance personnel to implement and maintain financial
management policies, systems, structures, and procedures for the project. - Monitor and report on project budgets.
- Assist project staff in ensuring compliance with procurements and field
accounting policies and procedures (Field Finance and Accounting Manual; FFAM),
and compliance with USAID and other donor contractual and audit requirements. - Work closely with project Coordinators regarding the project
implementation planning and cash flow projections. - Assist with ensuring financial records and backup documentation are
ready for internal and external audits. - Work closely with the HQ finance team and internal and external
auditors. - Ensure compliance with GC and donr regulations
- Prepare timely and accurate financial reports for donors and GC HQ.
- Report any violation of compliance with donor or GC regulations, as well
as any instances of conflict of interest or fraud to the Chief Financial Coordinator
at Headquarters. - Undertake all other duties and projects as may be assigned from time to
time.
Qualifications and Experience:
- Minimum of four years’ experience in finance/accounting; at least 2 of
which with an international development or humanitarian organization - Experience supervising accounting/finance staff
- Prior experience working with
international non-governmental organizations - Prior experience working with
donor funded programs including USAID or UN/OCHA strongly preferred. - Strong computer skills;
Quick Books, Excel, Word, PowerPoint, and Access required - A university
degree in finance, accounting, business administration, or related field - Ability
to work well in unstable and frequently changing security environments; - Good command
of spoken and written Arabic, Kurdish, and English.
