The IRC is seeking community mobilization officer with a background in advocacy and human rights to implement leadership training and moderate discussion groups in IDP settlements as part of a project aimed at helping IDPs and identify community problems and develop ways to respond to those problems and improve service access, socio-economic empowerment and enhanced recognition for Iraqi IDPs in Baghdad. This position is part of a larger project incorporating livelihoods and women’s empowerment

The project will be implemented in the five new camps in addition with the five original camps from the previous grant in IDP settlements in Baghdad and requires strong coordination with the leadership structures in these camps as well as local government. Superior diplomatic skills are essential for the position. Additionally this will include implementation of specific activities to empower and to promote the human rights of IDPs.

Job responsibilities

  • The community mobilizer officer is responsible for :
  • Directly working to protection monitoring with community Representation groups (CRG) in the IDP settlements through (community-level interviews with key informants such as community leaders, Local Council members, and local service providers, as well as household-level interviews and focus group discussions with IDP and host community populations on urgent protection issues.
  • Directly working to protection monitoring with CRG in the IDP settlements in order to identify actionable legal and humanitarian needs including external and internal referrals for specialized protection services, such as GBV and cash assistance where appropriate.
  • Service mapping with WPE and ERD colleagues and their partners. Within target locations including to available services and assistance provided and services that are being provided by all INGOs and NGOS throughout Iraq.
  • working with community Representation Groups to ensure that populations in need have access to life-saving services such as cash assistance to empowerment building activities such as business training and Cash For Work.
  • Working with the IDP community where they’re assigned to identify and elect a small, community representation group of community leaders.
  • Implement startup meetings with communities.
  • Facilitating a series of discussion groups with the community leaders.
  • Using the IRC’s training materials, assist the community leaders in developing advocacy campaigns that can be presented to local and provincial council members.
  • Implement coordinating meetings and dialogues between the commissions and service providers.
  • Reaching the most vulnerable.
  • Assisting in linking communities with external resources.
  • Make regular trips to the assigned camp and maintain a regular field presence.
  • Provide periodic reports to Protection Manager.
  • Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation.
  • Collaborate with finance and logistics to ensure program supplies and resources are available in a timely manner and liquidated the cash advance and prepare all the finances documents.
  • Any other duties requested by the Protection Manager in support of the program.

Qualifications & Preferred Skills

  • Bachelor degree.
  • High standard of spoken and written Arabic,
  • Literacy required. English preferred.
  • Belief in human rights including gender equality.
  • A genuine respect for all community members.
  • Known to culture and values of society.
  • Good facilitation skills to enable communities to conduct their own analysis of their lives and situations.
  • Ability to work with least supervision in a rapidly changing professional environment with a view towards establishing administrative procedures and protocol that will ensure optimal functioning of the Operation.
  • Good computer skills.
